President & CEO
Jen Marsh serves as President & CEO of the Bedford County Development Association, leading strategic economic and community development efforts across Bedford County. Since joining BCDA in 2021 and previously serving as Vice President, she has advanced initiatives that drive job creation, infrastructure investment, business expansion, and long-term economic competitiveness.
Jen works directly with existing businesses to support growth and expansion, leads business park and site development strategy, and administers local, state, and federal funding to position the county for continued investment. She collaborates with legislators, agency leaders, and industry partners to align regional priorities with Pennsylvania’s broader economic goals, with a strong focus on rural innovation, workforce development, and infrastructure readiness.
She holds a Bachelor of Science in Communication, graduating summa cum laude from Walden University, and remains committed to strengthening Bedford County as a vibrant place to live, work, and do business.
Office Manager
Melanie first started with BCDA in 2006 as a PA CareerLink intern and was hired full time in 2008. She is often your first contact with our office.
Melanie has been with BCDA for 19 years but she does not spend all her time in the office. During her time off she loves hanging out with family and her pet, Razr. She also enjoys crocheting, painting and putting together puzzles.
Entrepreneur & Marketing Specialist
Katie Bullington supports entrepreneurs through her role at the Bedford County Development Association. With firsthand experience as a former small business owner and deep roots in a family of entrepreneurs, she understands the challenges and rewards of launching a business.
Katie is passionate about helping startups build strong foundations and connect with the resources they need to thrive. She values the supportive spirit of Bedford County’s business community and enjoys being part of its growth, both professionally and as a resident raising her family here.
Outdoor Recreation Coordinator
Jason is passionate about connecting people to the outdoors and celebrating the natural beauty that surrounds Bedford County. As Outdoor Recreation Coordinator at BCDA, he enjoys helping others explore outdoor recreation and build confidence in new experiences.
With a background in outdoor education, Jason has worked with individuals of all ages, teaching bike skills and guiding kayaking trips. He holds a degree in urban planning from the University of Pittsburgh, with a focus on creating safer, more accessible communities.
Outside of work, you’ll find him exploring the outdoors, whether kayaking, bikepacking, or discovering a new trail.
